Living in Luxembourg: pros and cons of moving there in 2026

Decide before you leave · Sourced facts · Residents and third-country nationals

The pros of moving to Luxembourg are the highest salaries and minimum wage in the European Union, free public transport, a multilingual environment and strong stability; the cons are housing costs, the cost of living, cross-border traffic and, for third-country nationals, a demanding residence procedure. This page sets every advantage and disadvantage against a verifiable fact (STATEC, ITM, Housing Observatory, Guichet.lu), so you decide on figures rather than slogans.

In brief

  • For: social minimum wage of 2,771.33 € gross/month (1 June 2026), median salary of 58,126 € gross/year (STATEC, 2022), free public transport since 2020, three administrative languages plus widespread English, universal healthcare, EU institutions and a major financial centre.
  • Against: median advertised rent of 33 €/m² in 2025 (39.1 €/m² in Luxembourg City), high cost of living, dense border traffic, Luxembourgish required for citizenship, small country.
  • Third-country nationals: type D visa abroad since 1 October 2026, then arrival declaration within 3 days and residence permit; an EU citizen only declares at the commune.
  • The right test: compare your estimated net salary with the rent of a home suited to your household before accepting an offer.

Who is moving to Luxembourg a good choice for?

Moving to Luxembourg suits above all employees paid well above the median, couples taxed jointly, families who have secured housing, and profiles working in finance, audit, law, IT, healthcare or the EU institutions. It is harder for a single person on the minimum wage aiming for a city flat, or for a third-country national without a job offer: the residence permit almost always depends on an employer or on sufficient resources.

The disadvantages of moving to Luxembourg

DisadvantageThe factHow to prepare
Expensive, scarce housingMedian advertised rent of 33 €/m² in 2025 in the functional area, 39.1 €/m² in Luxembourg City; advertised rents up 5.8 % year on year in Q2 2026 (Housing Observatory).Search before arriving, widen to well-connected communes, budget rent against estimated net pay.
Cost of livingPrice level among the highest in the EU (Eurostat); the salary advantage is measured in purchasing power, housing included.Compare net pay and real spending, not gross figures.
Traffic and commutersMore than 200,000 cross-border workers enter every day from neighbouring countries: main roads saturate at peak hours.Favour train and tram (free), choose housing by commute.
Language for citizenshipThe Sproochentest in spoken Luxembourgish is compulsory for naturalisation; day to day, French, German and English are usually enough.Start classes early (Institut national des langues).
Small countryAbout 680,000 inhabitants and a labour market concentrated in a few sectors; a smaller cultural and retail offer than a European capital.Make use of nearby major cities.
Taxation of single peopleTax class 1 (single person) is less favourable than class 2 (couple taxed jointly); progressive scale withheld at source.Simulate with the direct taxation administration's calculator.
Residence procedure (third countries)Since 1 October 2026, a type D visa requested in person at the embassy, then arrival declaration within 3 days and residence permit application; the permit depends on a job, a project or a family link.Check the route and documents before resigning or booking housing.

Does the salary make up for housing costs?

For a salary well above the median, yes; for a salary close to the minimum or the median with a city flat, the gap narrows sharply. A 50 m² one-bedroom flat rented at Luxembourg City's median advertised rent comes to almost 2,000 € a month, most of the net pay of a social minimum wage and a large share of a net median salary. That is why many employees live in neighbouring countries (cross-border commuters) or in outer communes served by a free network. The amounts and the gross-to-net steps are on the salary in Luxembourg page.

EU citizen or third-country national: the downsides differ

An EU, EEA or Swiss citizen settles freely and only faces the economic constraints; a third-country national adds a residence procedure on which the job, the family and the timeline depend. Since 1 October 2026, the first step is a long-stay visa (type D) requested at the embassy, then the arrival declaration at the commune within 3 days and the permit application to the Immigration Directorate General. The most common permit is tied to a job: EU Blue Card from 65,652 € gross per year, or salaried work permit after the vacancy is declared to ADEM. Bringing your family requires suitable resources and housing (family reunification conditions).

Living in Luxembourg with a family: what helps, what costs

Families find free multilingual public schools, public European schools, private international schools and subsidised early childcare; housing remains the item that decides the budget. A spouse who arrives through family reunification can work. School enrolment goes through the commune and depends on the address: housing first, school second. Children's care is reimbursed by the National Health Fund once the parent is affiliated. For the practical sequence, see relocation to Luxembourg.

Before deciding: the checklist

  1. Your residence route if you are not an EU citizen: assess my eligibility.
  2. Your estimated net salary with your real tax class, then the rent of a suitable home: salary reference points.
  3. The commute: housing in the country or in a neighbouring country, train or car.
  4. School and language for the children: multilingual public, European or international system.
  5. A scouting trip of a few days: short-stay rules for third-country nationals.
  6. The horizon: long-term residence, then possibly citizenship with the Sproochentest.

What this page does not say

It does not rank Luxembourg as "better" or "worse" than another country: the right choice depends on your occupation, your family situation and your tolerance for housing costs. Figures are dated and sourced in the "Official reference points" box; qualitative items (traffic, cultural offer) are points of attention, not measurements. immigrate.lu is an immigration advisory house, not a tax firm: the taxation of your move is a matter for personalised advice.

FAQ

What are the main advantages of living in Luxembourg?+

The highest salaries and minimum wage in the European Union (2,771.33 € gross per month since 1 June 2026), free public transport nationwide, a multilingual and international environment, strong institutional stability, universal health coverage and a central position in Europe.

What are the main disadvantages of moving to Luxembourg?+

Housing: the median advertised rent reached 33 € per m² in 2025 and 39.1 € per m² in Luxembourg City. Add a high cost of living, heavy cross-border traffic at peak hours, the need to learn Luxembourgish for naturalisation, a small country and, for third-country nationals, a residence procedure that starts with a type D visa requested abroad.

Do Luxembourg salaries make up for the cost of living?+

Often, but not always. The median gross full-time salary was 58,126 € per year (STATEC, 2022) and the average 75,919 €, but a city rent can absorb a large part of the net pay of a salary close to the median. Work it out job by job, with the estimated net salary and a home suited to your household.

Do I need to speak Luxembourgish to live in Luxembourg?+

Not to work and live day to day: French, German and English are widespread, and Luxembourgish is one of the three administrative languages with French and German. Yes to become a Luxembourg citizen: naturalisation requires the Sproochentest in spoken Luxembourgish.

Is living in Luxembourg a tax advantage?+

It depends on your situation. Income tax is progressive and withheld at source according to the tax class; a married couple taxed jointly (class 2) is generally better treated than a single person (class 1). An impatriate regime can exempt 50 % of gross remuneration under conditions. Personalised tax advice remains necessary.

Is public transport really free in Luxembourg?+

Yes: since 1 March 2020, buses, trains and the tram are free nationwide in second class, for residents and visitors alike. Only first class on trains and cross-border sections beyond the border remain paid.

Is it easy to find housing in Luxembourg?+

It is the main difficulty reported by newcomers. The rental market is tight, advertised rents rose 5.8 % year on year in the second quarter of 2026 according to the Housing Observatory, and a lease in the sponsor's name is required to bring your family. Start the search before you arrive.

What changes for a third-country national compared with an EU citizen?+

An EU, EEA or Swiss citizen settles with a declaration at the commune. A third-country national must obtain a residence permit tied to their project: since 1 October 2026, the first step is a long-stay visa (type D) requested at the embassy, then the arrival declaration within 3 days and the permit application.

Is Luxembourg a good place for families?+

Yes, provided housing and school are sorted: free multilingual public schools, public European schools and private international schools, subsidised early childcare, healthcare reimbursed by the National Health Fund. Family reunification lets the spouse work. Housing cost remains the item to budget.
