The minimum wage in Luxembourg is 2,771.33 € gross per month (unqualified) and 3,325.59 € (qualified) since 1 June 2026; the average gross full-time salary is 75,919 € per year and the median salary 58,126 € (STATEC, 2022 data). These three figures answer different questions: the minimum sets a legal floor, the average is pulled up by finance, the median describes what a "typical" employee earns. This page ties every amount to its official source, explains how gross becomes net and shows which salary opens which residence permit.

What is the average salary in Luxembourg?
The average gross salary of a full-time employee who worked the whole year is 75,919 € per year, bonuses and 13th month included, according to STATEC. The figure comes from the 2022 structure of earnings survey, published in July 2024 (Regards no. 09/2024): the latest detailed official publication we have read. It equals about 6,300 € gross per month. The average is strongly pulled up by the financial sector and managers: it does not describe the pay of a given job.
Third-party sites quote more recent and higher averages without pointing to an identifiable STATEC publication. Until a figure can be read on statistiques.public.lu, we do not repeat it.
What is the median salary in Luxembourg?
The median gross full-time salary is 58,126 € per year (STATEC, 2022 data): half of employees earn less. That is about 4,800 € gross per month. To estimate what a "normal" job pays, the median is the better reference; for a managerial role in finance, audit or IT, the sector average says more. Gaps between sectors are among the widest in Europe: hospitality and retail sit close to the social minimum wage, finance far above the national average.
What salary do you need to immigrate to Luxembourg?
The required salary depends on the residence permit you aim for: at least the social minimum wage for a salaried permit, at least 65,652 € gross per year for the EU Blue Card, and resources at least equal to the social minimum wage to bring your family. The table summarises the thresholds in force; each row links to the page that details the procedure.
| Route | Salary or resources reference | Amount in force |
|---|---|---|
| EU Blue Card | Gross annual salary in the contract, single threshold set by ministerial regulation | 65,652 € gross/year since 3 March 2026 (about 5,471 € gross/month) |
| Salaried work permit | Social minimum wage applicable to the qualification of the post | 2,771.33 € or 3,325.59 € gross/month |
| Family reunification | Stable, regular and sufficient resources of the sponsor, assessed by reference to the social minimum wage and household size | At least 2,771.33 € gross/month, more depending on family composition |
| Student visa | Minimum monthly resources expressed as a percentage of the social inclusion income (RIS) | 80 % of the current RIS |
| Self-employed | Sufficient resources and viability of the project, assessed case by case | No single figure |
The Blue Card simulator compares your gross annual salary with the threshold in force. A salary below the threshold does not rule out immigration: it points to the salaried work permit, whose conditions differ (vacancy declared to ADEM, link to an employer).
Is the Blue Card threshold the average salary?
No: 65,652 € is a regulatory value, set each year by ministerial regulation from an average-salary reference defined by law; it is not the latest STATEC average (75,919 € for 2022). Both figures legitimately coexist: one conditions a residence permit, the other describes the labour market. A page stating that "the Blue Card threshold equals the average salary of 75,919 €", or still applying the former 1.5 coefficient, is outdated. Since 1 July 2024 the threshold equals one times the average-salary reference, with no increased coefficient.
Gross and net: how much is left at the end of the month?
Net pay is reached in two steps: employee social contributions first, then income tax withheld at source. Employee contributions comprise pension insurance (8 %), health insurance (2.80 % for care and 0.25 % for cash benefits) and dependency insurance (1.40 %, calculated after an allowance of a quarter of the social minimum wage). The rates are published every year by the Centre commun de la sécurité sociale (CCSS); check the version in force before any calculation.
Income tax depends on the tax class (1 for a single person, 1a for a single person with a child or over 64, 2 for a married couple or partners taxed jointly) and on a progressive scale by bracket, increased by the employment fund contribution. The direct taxation administration publishes the scale and a calculator: use them with your real situation rather than an average percentage. A 13th month is common in collective agreements and contracts, but the law does not impose it.
What is indexation and when do salaries rise?
Automatic indexation raises all wages, pensions and the social minimum wage by 2.5 % each time the consumer price index crosses a threshold; the latest tranche has applied since 1 June 2026 (index number 992.24). The mechanism is statutory and applies to every employer, without negotiation. STATEC publishes forecasts for the next tranche: they are forecasts, not a rule, and are regularly revised. The social minimum wage is also re-examined every two years by the government according to wage trends.
The impatriate tax regime: who is it for?
From tax year 2025, the law of 20 December 2024 allows 50 % of the gross annual remuneration of an employee recruited or posted from abroad to be exempt, up to 400,000 €. The regime is granted at the employer's initiative, which declares its impatriates every year to the direct taxation administration, and applies for a limited period. The eligibility conditions (no tax residence in Luxembourg or near the border in previous years, minimum remuneration, nature of the activity) had not been read on an official page at the time of writing: have them confirmed by the administration or a tax adviser before negotiating a package. immigrate.lu is not a tax firm.
Is the salary enough against housing costs?
Housing is the first item to check: in 2025, the median advertised rent for a flat reached 33 € per m² in Luxembourg's functional area and 39.1 € per m² in Luxembourg City, according to the Housing Observatory. These amounts cover advertisements (new contracts), not the rents actually paid by all tenants, which are lower. For a two-bedroom flat in the city, rent can absorb a large share of a net median salary. Always compare the estimated net salary with the rent of a home suited to your household size, a condition also required for family reunification. Resident or cross-border commuter: is the salary the same?
Gross salary and the social minimum wage are identical; what changes is taxation and housing cost. A cross-border commuter is taxed in Luxembourg on their Luxembourg salary under tax treaties, but lives in a neighbouring country where rents are far lower; a resident bears Luxembourg housing costs but has unconditional access to schools, services and, for a third-country national, to the residence permit. The choice of status is made with a tax adviser: see resident or cross-border commuter.
Common mistakes before signing
- Comparing an offer with the national "average salary" when the job belongs to a sector close to the minimum, or the other way round.
- Negotiating a salary just under 65,652 € while expecting a Blue Card: the threshold is single and assessed on the gross annual salary in the contract.
- Thinking in gross terms: contributions and tax at source reduce the available amount, especially in tax class 1.
- Forgetting housing: a city rent can cancel the salary gap with your home country.
- Relying on a social minimum wage figure older than 1 June 2026: many pages still show 2,637.79 € or 2,703.74 €.
What this page does not do
It does not give a salary grid by occupation or personalised tax advice. Sector grids belong to collective agreements and STATEC surveys; taxation belongs to the direct taxation administration and a tax adviser. immigrate.lu is an immigration advisory house: we check that your pay opens the residence route you aim for and we coordinate the file.

What salary do I need to get a residence permit in Luxembourg?+
For a salaried work permit, the salary must reach at least the social minimum wage applicable to the qualification (2,771.33 € or 3,325.59 € gross per month). Is the Blue Card threshold the average salary?+
No. The 65,652 € threshold is set by ministerial regulation from an average-salary reference defined by law; it does not reproduce the latest average published by STATEC (75,919 € for 2022). Do not confuse the regulatory value, which conditions a residence permit, with the statistic.
How much of a gross salary is left net in Luxembourg?+
Net pay is the gross salary minus employee social contributions (pension 8 %, health insurance about 3 %, dependency insurance 1.4 % on the base after an allowance) and minus income tax withheld at source according to the tax class (1, 1a or 2) and a progressive scale. The rates are published by the CCSS and the direct taxation administration, which offers an official calculator.

It is a matter for personalised tax advice.
Do Luxembourg salaries make up for housing costs?+
Not automatically. The median advertised rent for a flat was 33 € per m² in 2025 in Luxembourg's functional area and 39.1 € per m² in Luxembourg City (Housing Observatory). Before accepting an offer, compare the estimated net salary with the rent of a home suited to your household.
